This file is a tarbundle which contains the latest version (July 21, 2013) of Syntol (the compiler) and CRP (the language). Untar it in a convenient directory and read carefully the READme file, then execute the setup script. This version should work on any x86 processor with a 64 bits OS (preferably Debian or Ubuntu) and a recent JVM. A 32 bits version is available on request from Paul Feautrier.
