ugregex_dec: simple decision procedure for untyped generalised regular expressions

We implement a rather basic algorithm consisting in trying to build a bisimulation on-the-fly, using partial derivatives.
We prove the correctness of this algorithm, but not completeness ("it merely let you sleep better" according to Krauss and Nipkow).
This very simple algorithm seems to be sufficient for reasonable expressions; we plan to improve it to be able to handle larger ones.
